ISO 21001 Educational Organizations — Management Systems (EOMS)

Confirms that an educational organisation designs, delivers and evaluates learning that genuinely benefits learners. It is the successor to the withdrawn ISO 29990.

What this certification proves

ISO 21001 does not certify that a good lecture was delivered. It examines what the learner became able to do.

Its organising idea is «learners and other beneficiaries». The customer of education is not only the person who paid the fee — it is also the learner, the parents, the employer who will hire them, and the government body that commissioned the programme. The standard requires each of their expectations to be identified separately.

It shares the same skeleton as ISO 9001 (clauses 4 to 10), but adds three requirements that education alone carries. Accessibility and equity — no one should lose the chance to learn because of disability, cost or distance. Ethical conduct in education — assessment must be fair and conflicts of interest managed. Protection of learner data — grades and personal information must be safeguarded. None of these exist in ISO 9001.

An audit does not look at satisfaction surveys. It looks at how learning outcomes were measured and what was changed as a result.

Maps directly onto the S (Social) pillar. «Accessibility and equity», «social responsibility» and «learner data protection» are named principles of the standard itself.

  • GRI 404 (Training and Education) — average training hours and skills upgrading programmes
  • Korea's K-ESG guideline, S domain «human resources» — training systems and hours per person
  • The principle «accessibility and equity» requires provision for learners with disabilities, low income or distance barriers — mapping directly onto ESG «inclusion»
  • The principle «protection of learner data» connects to GRI 418
  • «Social responsibility» is one of the eleven founding principles, which makes this standard a natural backbone for an educational institution's ESG report
  • ⚠️ Certificates against the withdrawn ISO 29990 may no longer be accepted in ESG assessment, because assessors check the status of the standard. Transition is recommended

Before you apply, please check

Having these in place makes the audit considerably smoother. If you are not ready yet, you are still welcome to get in touch — we will set out what to do first, with a timeline.

  • Are learning objectives written as «the learner will be able to…» rather than «the learner will study…»?
  • Have you separately identified the needs of beneficiaries other than the learner — parents, employers, funding bodies?
  • Are there instructor competence criteria and records confirming they are met?
  • Are there records of who reviewed and approved materials and curricula, and when?
  • 🔴 Are learning outcomes assessed (tests, practical work, assignments) with results retained? Satisfaction surveys alone are not enough — this is examined first
  • Are there accessibility provisions — support for learners with disabilities, distance learners, cost barriers?
  • Are learner personal data and grades protected by written rules and actual measures?
  • Are fairness and conflicts of interest in assessment governed by a rule? (for instance, an instructor assessing a family member)
  • Have you carried out at least one internal audit yourselves? (required before the audit)
  • Have you held a management review and kept the minutes?
